Fans are certainly used to seeing Broly in his more legendary Super Saiyan form, but this fanart depicts his base form, remaining true to the nature of his Super Saiyan Blue transformation, as it requires one to channel divine ki, does not require a previous Super Saiyan power-up.
Another interesting aspect of this fanart is that it depicts Broly as he was introduced in Dragon Ball Z: Broly – The Legendary Super Saiyan, which was his unofficial debut. It's a bold choice artistically, especially since Broly was introduced into official Dragon Ball canon in Dragon Ball Super: Broly – albeit with a noticeably different appearance – where he fights Goku and Vegeta (and Gogeta) in their Super Saiyan Blue forms, meaning that version is no stranger to this particular transformation.

After a classic introduction in Dragon Ball Super: Broly, the legendary Super Saiyan was invited to train with Goku and Vegeta in the world of Beerus. Since his latest appearance in Dragon Ball Super chapter 103 by Akira Toriyama and Toyotarou, Broly is practicing controlling his legendary Super Saiyan form, as opposed to working towards a new transformation. However, after Broly fought Gohan Beast, it seems like he's gone further in that regard than anyone expected, meaning he'll soon have full control over his Legendary form and can unlock a new transformation.
When Goku and Vegeta were introduced to their godly powers by Lord Beerus in Dragon Ball Z: Battle of Gods, they quickly learned how to channel their divine ki and achieved Super Saiyan God, followed almost immediately by Super Saiyan Blue (just in name). another name for Super Saiyan Super Saiyan God). Could Broly's journey take him down a similar path to power? Given who he's training with, it seems more likely that this will effectively make this fanart canon (despite Broly's unofficial appearance in the fanart).
Dragon Ball has every reason to upgrade Broly SSJBlue, but it shouldn't
While Dragon Ball Super could allow Broly to follow in Goku and Vegeta's footsteps by unlocking Super Saiyan Blue, it's not recommended. Super Saiyan Blue uses God Ki and is therefore not a natural Saiyan transformation like previous Super Saiyan and Great Ape forms. As a legendary Super Saiyan, Broly is the perfect embodiment of an almighty Saiyan warrior, and his power advancement is no different from true Saiyan transformations. Goku and Vegeta have both given up on transforming Saiyans instead of channeling divine power, and Dragon Ball would be unwise to let Broly do the same.
Broly's progression in Dragon Ball should have stemmed from the primordial nature of the Saiyan race, with his Legendary status allowing him to unlock powers that Goku and Vegeta never could – and a something fans have never seen before. However, regardless of the potential consequences of the story due to having Broly reaching Super Saiyan Blue, it's undeniably cool to see him with the emblem Dragon ball transformation in this epic new fanart.
