The episode begins with Aya Kōda and Bram Stoker on the rooftop. Aya failed to remove the Holy Sword from Bram’s body. Bram then tells Aya not to blame herself.
We see that due to Fukuchi’s orders through One Order, the missiles are targeting 30 million cities at once. Atsushi Nakajima was bitten by Ryūnosuke Akutagawa and was about to turn into a zombie.
On the rooftop, Bram tells Aya that this failure was not due to lack of courage or ability. It’s just underweight. Aya showed absolute determination and said that there was something heavier than the table here. She then jumped off the rooftop and landed on the table attached to Bram’s Holy Sword. This caused the Holy Sword to fly out of Bram’s body and Aya began to fall to the ground.
On the other side of the airport, at the moment Fukuchi activated One Order and ordered all units to attack, Armed Detective Agency Chairman Yukichi Fukuzawa was lying there waking up having been waiting for this just because Fukuchi’s sword was slightly vulnerable at this time, a weakness that only Yukichi knew about.

Nikolai asked Fyodor what he would do next, Fyodor replied that Nikolai tried to kill him so he would delete Nikolai. Nikolai declares this the beginning of a new game. But suddenly, Fyodor drops the antidote container and we see that one of the zombies who is Fyodor’s ally stabs him with a stick. We then see Dazai walk out of the European facility, Meursault says he’s dying but Fyodor can’t kill him.
Yukichi attacks Fukuchi
At the airport, we see Aya being saved by Zombie Akutagawa and Bram Stoker getting his whole body back. All missiles are dismantled and the attack is called off due to Yukichi’s use of One Order.
At the European facility, Meursault Fyodor is shocked to see Dazai alive and asks how this is possible. Dazai tells Fyodor that unlike him, Dazai doesn’t have control over everything. Dazai’s hand is filled with uncertain cards. But Fyodor has a weakness: Fyodor doesn’t believe in anything he can’t manipulate.
Dazai then tells Fyodor that Bram brought his special ability back to the airport and that Edogawa Ranpo negotiated with him and let him take over from the vampire piloting the helicopter. It wasn’t something Dazai could have planned in advance, but Dazai trusted that Ranpo would do this.

Inside Poe’s Book, both Fukuchi and Yukichi are witnessing their pasts. Fukuchi tells Yukichi that today is the day United Nations Security Council Resolution 2415 will be voted on. It will have a special modification to form a command structure superior to the command of each country’s military, in order to prevent incidents like today.
Yukichi replied that the Commander-in-Chief would hold the One Order and a single individual would take command of all the world’s forces. But it won’t rule the world. Yukichi then understands that Fukuchi’s goal is to rid the world of war. Fukuchi then tells Yukichi that one day he received a message through Shintō Amenogozen.
It is a prophecy about a world war that will happen in 36 years. It said it would be sparked by a multinational conflict and that advanced automatic weapons and biological weapons would claim 210 million lives. Fukuchi asked Yukichi why the war happened and Fukuchi further explained that a long time ago, during the Warring States period, territories were at war with each other and people killed each other. But is it likely that one district would go to war with another district in modern times?
Yukichi replied that it was impossible. Fukuchi further explained that for a long time, each region has had sovereignty and power separate from the other regions. However, neighboring districts can integrate and be peer organizations. Thus, in the future, with the development of communication and transportation, everyone will become one us and war will disappear on its own. But Fukuchi declared that he could not wait that long.
Even though it was only a year early, he still wanted to clear this world of war. therefore, he chose to turn all humanity into us. Yukichi now understood what Fukuchi meant by “The destruction of the state”. Yukichi then says that uniting humanity is impossible and that Fukuchi cannot turn hundreds of countries into one overnight because the need for integrity is a limiting factor.

Teruko then gives the blade to Yukichi and tells him that it was Yukichi who killed Fukuchi. Atsushi comes to check on Yukichi, but Teruko stops him and tells him not to bother them. Yukichi cried in pain over the death of his dearest friend. Ranpo asks Fukichi what to do about One Order. Yukichi thought about destroying it but he couldn’t because that would make his friend’s sacrifice in vain and that was the curse that Fukuchi Ōchi placed on his friend Yukichi Fukuzawa.
Two hours later, we see Atsushi fighting someone at the airport and about to be killed but Akutagawa saves him. Atsushi’s attacker was using Shintō Amenogozen. Akutagawa declares that he and Atsushi are finishing the story started by Fukuchi Ōchi as the two move together towards the unknown enemy before them.
