What is My Hero Academia Chapter 428 about?
Chapter #428 shows how the war heavily affected Uraraka.
As noted above, this chapter features Class 2-A meeting their successors, the new Class 1-A. Their violent behavior has scared some of the class, prompting Iida to reprimand the new students. Class 2-A then moves on to their duties for the day, helping with cleanup and restoration in heavily damaged areas. It turns out that Bakugo is still on light duty, only able to move around and carry light objects, showing how serious his injuries really are. Bakugo also gets a chance to reconnect with Edgeshot, who is not only still alive, but is slowly recovering from his shrimp-like state after using so much of his body to stitch up Bakugo's wounds during the war.
Deku suddenly realizes that Uraraka is no longer herself, as something is weighing on her mind. Deku finds her, thinking about Toga's sacrifice, standing on the same cliff where they talked before the final battle. Unable to control her emotions anymore, Uraraka begins to cry as soon as Deku arrives.

It seems reasonable to assume that at this point, the conversation between Deku and Uraraka will take up the bulk of chapter #429. The two characters certainly have a lot to discuss, as it seems like they haven't had a serious conversation since the war ended. Uraraka is carrying a heavy burden, knowing that Toga sacrificed his life, and this final act of good will wasn't captured on camera like many other elements of the battle. Survivor's guilt is no joke, and Uraraka will definitely need some help dealing with the situation, and who better to listen to sympathetically than Deku?
As is the case with every new manga chapter, there's no telling exactly what chapter #429 will contain. Deku and Uraraka have a lot to talk about, including potentially revealing their feelings for each other. Deku seems to want to repay her for protecting him in the past, so perhaps it's time for Uraraka, the Hero of Heroes, to have a hero of her own. They can be there for each other and help each other deal with the aftermath of this terrible experience.
