Here, we see Kafka finally detained and treated like a monster while being discussed by Self-Defense Force superiors on whether to eliminate or retain. The entire discussion is being led by the director general of the Self-Defense Forces, Isao Shinomiya, Kikoru's father, and other key members of the association.
They understood that Kafka could become a huge asset if used properly, but they still weren't sure if he was human enough to be useful. Their concerns are quite legitimate, because cases of humans turning into Kaiju have never appeared before. If Kafka lost his reason and became insane, it could cause massive casualties if we consider his strength. Therefore, they could not take into account the words of Kafka or his subordinates and act accordingly. They must test whether Kafka is a threat or a blessing in disguise.
On the other hand, Kafka felt guilty and sad because he could not stay in the Self-Defense Forces and had previously lied to his subordinates about his predicament. He was very worried that they wouldn't consider him part of the team anymore and would abandon him. However, that was not the case, as everyone in the Self-Defense Forces' 3rd Division appreciated his actions to save them, even at the cost of becoming a Kaiju.
