While the action in Oshi no Ko's Tokyo Blade arc is great, what really sells it is strong character building in each episode. Melt Narushima was a side character in season 1 defined by his vanity and lack of talent, but season 2 gave him an arc about becoming a more serious actor, and it culminated 15 minute cut with in-depth explanation and stunning animation showing Melt's growth.
The rest of the plot focuses mainly on the characters of Kana and Akane as individuals and with each other, and is also wonderful to watch. Not only is their insecurities portrayed perfectly through clever direction and animation, but Oshi no Ko's Tokyo Blade Arc Perfectly Shows Kana's Growth as a Real Actress With the attention paid to her hardships and the sincerity with which Aqua and Akane helped her through it, it all ended with one of the best animated scenes in the entire anime.
Rounding things out is Aqua's character arc revolving around her PTSD. The series does a great job of portraying Aqua's anxiety and panic attacks in a thoughtful and realistic way, and Aqua's bitter determination to give up the idea of happiness for the sake of revenge is some of the strongest character building in the series. Aqua's glimpse of Who Doesn't Die makes it all the more convincing. The best action anime are the ones with great character building to balance things out, and thankfully, Oshi no Ko's Tokyo Blade storyline has plenty of that from start to finish.
