Summary
Sasuke’s failures in intelligence gathering outweigh his successes, putting Konoha in danger many times over. Although skilled as a shinobi, Sasuke is clumsy and lacks important information regarding threats to the village. Sasuke’s lack of knowledge about Kara, Isshiki, and other important information jeopardized the safety of Konoha.
While Sasuke Uchiha can be considered a generational talent and one of the greatest shinobi in the industry Naruto, when it comes to the basic ninja skill of intelligence gathering – he completely fails. After being pardoned by Kakashi in Naruto chapter 699, Sasuke decided to travel around the world to atone for his sins. His hope is that while he is away, he can achieve some degree of redemption.
However, after some time on the road, it became clear to Sasuke, Kakashi, and Naruto that the best way he could help repair the damage he had caused to the village was to become the director of foreign intelligence. On the one hand, this position will allow him to protect and serve the people and interests of the village abroad. On the other hand, he can update the village leadership on any threats, dangers, or useful information he comes across on his travels.
Boruto proves Sasuke needs to improve his spying abilities

As illustrated in Naruto: Sasuke’s Story – Sunrise by Shin Towada and Masashi Kishimoto, this arrangement proved quite effective in protecting Konoha residents traveling outside the city. Unfortunately, when it came to gathering information and intelligence that would help ensure the safety and security of Konoha, Sasuke’s failures far outweighed his successes. Furthermore, his failures were made all the more egregious by the fact that in almost every other aspect of being a shinobi, Sasuke was second to none.
During his early years of travel, Sasuke spent a significant amount of time investigating Kaguya Otsutsuki. This includes traveling to other dimensions to monitor her existence and what she may have influenced. As revealed in the first season of the Naruto anime, his investigation was able to gather a fair amount of intelligence about Kaguya. However, based on Part 1 of the Baruto manga, any intelligence Sasuke gathered did not contribute to the discovery of other Otsutsuki on Earth. Not only did he clumsily stumble upon the existence and presence of Momoshiki and Kinshiki, but he also failed to discover that Kaguya had a companion. Perhaps most importantly, he failed to discover that Kaguya’s associates were still present on Earth and were plotting against Konoha.

Sasuke’s mistakes didn’t stop there. Furthermore, he fails to identify and better understand Kara and its connections to Isshiki – including information about its members, analysis of their power potential, and the fact that it has a platoon of super-powered robots. There is also his failure to understand the connection between Momoshiki and Boruto and the danger posed to Konoha. He missed this intelligence even though in the Boruto anime, he was able to hear part of Momshiki’s conversation with Boruto before his death and later carved his kama on Boruto’s hand. Additionally, despite knowing the threat the Cipher posed, he was unable to provide Naruto and Shikamaru with intelligence on his whereabouts, even though he had access to all the information that Amado provided after he defected to Konoha.
