While the latest Vivre Card won't be released until early September, Crocodile's entry was released as an early preview and thanks to that, The latest Vivre Card confirms that Crocodile can use both Armament Haki and Observation Hakialthough he never uses any of the words in the actual story.
As for when Crocodile first developed Haki, that's harder to explain. Crocodile notably never used Haki in his debut, although logically he should have known it, but since he started operating in the New World after the Paramount War, it's possible that Crocodile did not develop Haki until the One Piece timeskip.It could be because of the fight he did in the New World. Of course, Crocodile's lack of Haki in the pre-timeskip One Piece era could also be because Eiichiro Oda hasn't fully worked out all the details about Haki, so with any luck, the series will clarify things more soon.

Regardless of when Crocodile developed Haki, it makes perfect sense for him to have it given the position One Piece has put him in recently.
