Her brothers, Rebecca, Leo and Sai, stopped her kidnapping and torture. Leo and Sai both attack Charles and severely injure him.

One Piece Chapter 1085 Theory
The final chapter of One Piece not only gives us a glimpse into the history behind the World Government, but it also encourages many fan theories. This chapter explains how 800 years ago in the present timeline, twenty kings from twenty different countries came together to form the World Government.
Members of the royal families of those countries moved to Mary Geoise, and eventually became known as the Celestial Dragons. To avoid starting war between them, the kings all agreed to leave the throne empty on Mary Geoise to signify that none of them ruled. They all place a weapon of their choice in front of the throne to show their solidarity in this matter.
However, only nineteen royal families moved to Mary Geoise and only nineteen weapons were there before the empty throne because Queen Nefertari Lily of Alabasta did not become the Heavenly Dragon. She intended to return to her country, but she never did, and her name was eventually erased from history.
Now that we know this story, it raises a few questions: Who is Lily, why didn’t she become Thien Long, what happened to her, and why did I suddenly call her name? that? To answer these questions, there have been many interesting theories about fans. Here are some of them:
Who is Nefertari Lily?
As we learned in the previous Chapter, Alabasta’s Nefertari Lily was one of the 20 rulers who established the World Government, but she did not become the Heavenly Dragon. She is the reason why the Nefertari family still rules Alabasta. It is believed that Lily chose not to become a Celestial Dragon, maybe because of the difference between their ideologies or maybe because she has some bigger aspirations.
Some fans theorized that Lily chose not to provide a weapon to place in front of the empty throne because she wanted to be the one to sit on it. That’s also why she didn’t accept the position of Heavenly Dragon because she wanted to become greater than them.
Another part of fans believe that it was the corrupt thinking of the other nineteen rulers that kept her away from Mary Geoise. On her way back home, Lily escapes and eventually establishes an island only full of women, gets rid of all the spoiled men, and names it Amazon Lily.
Im and Nefertari Lily’s relationship
However, the most believed theory about Lily is that she is actually Im, who is currently sitting on an empty throne and ruling the world. There are many suggestions for that to be true. Im’s gender has been a mystery to readers since they were introduced in the story, something that has never been seen before in One Piece.
Another hint that makes fans believe in this theory is that the lone sword can be seen behind Im in the Flower Room. Fans believe it was the sword she didn’t put in front of the empty throne. Not only that, the fact that I uttered Lily’s name strongly suggested that there must be some connection between them, and that the two of them being the same person was a myth as well as believable.
