Summary
The villains have a secret weapon that can change the outcome of the final battle in My Hero Academia’s Final Fight. Toga has a vial of Deku’s blood which she uses to transform into Deku and leads Ochaco to meet him during the Shie Hassaikai arc. If Toga transformed into Deku after Awakening, she could have used his powers and even triggered the transfer of One for All to her or All for One.
My Hero AcademyFinal War’s arc could have played out very differently if one villain kept her secret weapon a little longer. The real Himiko Toga had previously obtained something that could completely change the outcome of the battle: Deku’s blood.
Back in the Provisional Licensing Exam arc, when Toga impersonated Shiketsu High School’s Camie Utsushimi, she got a drop of Deku’s blood in a vial. For Toga, taking a sample of Deku’s blood is a way to get closer to the one she loves, but even a little bit of Deku’s blood can completely change the story if it is used at the right time.
In reality, Toga used this sample of Deku’s blood to transform into him in order to lead Ochaco to where the real Deku was fighting Overhaul, during the Shie Hassaikai arc. However, if she didn’t use it then, using it later could completely reverse the story.

Himiko Toga may have stolen one for all
Later in the story, during the Liberation Army Meta, Toga underwent the Awakening ability, which allowed her to not only imitate the appearance of the person whose blood she had swallowed, but also their Quirk, if she fell in love. There were enough of them, which she proved by using Ochaco’s Zero Gravity Quirk on their enemies. If Toga transformed into Deku after this point, she would likely be able to use his Quirk similarly, although Toga’s copy of One for All would probably have no trace within it. While other characters (such as Class 1-B’s Monoma) cannot copy One for All, there’s no reason that logic necessarily applies to Toga’s Quirk.
Additionally, a much more dangerous course of events could have occurred. To give One for All to Deku in the first place, All Might had to give him something containing a small amount of his DNA (in that case, a strand of hair). One drop of blood may have been enough to trigger the transfer of One for All to a new host, which may have made Toga the 10th user of One for All. Worse yet, if All for One realized how the Quirk actually worked, he could take that drop of blood for himself and steal One for All that way, allowing it to transfer to his body in an instant. naturally, there was nothing Deku or All Might could do to stop it. Obviously, going into the final battle without One for All would be a disastrous outcome for the heroes, as Deku has proven to be the only one capable of matching Shigaraki at this point. An incapacitated Deku meant no one to keep Shigaraki busy, and that alone would greatly upset the balance. Add in a version of All for One with One for All at his disposal, and the battle is essentially over at that point.
