My Hero Academia season 7, episode #16 will be a real turning point, as the newly freed Kurogiri shuffles enemies across various battlefields, creating absolute chaos. It seems to be hoped that Kurogiri's old personality Shirakumo is finally dead, cementing his status as a villain dedicated to Tomura Shigaraki.
Episode #15 sees the mutant riot come to an abrupt halt, as the angry mob confronts the doctors, including other mutants like Dr. Yoshida, who are trying to protect their patients in the hospital. While this doesn't stop Spinner's senseless attack, the civilians in the crowd are stopped, forced to decide how violent they want to be. It seems that Shoji's words reached at least some of the rioters, and what could have been a bloodbath was stopped before things could truly get out of hand. With the instigators of the violence arrested, the battle was able to end peacefully.

What happened in My Hero Academia, Season 7, Episode #15?
Kurogiri brings chaos to the battlefield
The mutant rebellion was slowly dying down after the angry mob realized that they had to harm innocent doctors and nurses to achieve the goals that Spinner and the others manipulated them to achieve. Shoji's words had an effect, bringing the members of the mob back to their senses before it was too late. However, Kurogiri was freed by Spinner alone, despite Present Mic's best efforts. Kurogiri's release was a huge blow to the heroes, as he was able to transport many of the villains, including Dabi and Toga, to new locations.
While Dabi is happy to have the chance to attack Endeavor, Toga is the real problem, as she has consumed Twice's remaining blood, allowing her to use his Quirk to cause Sad Man's Death Parade, flooding the battlefield with copies of Twice. This is the worst case scenario for the heroes, especially Hawks, Toga's main target in her revenge quest. It also poses a major threat in that Kurogiri could bring reinforcements to Shigaraki – possibly including All for One, which would be a decisive move indeed. Things don't look good for the heroes as the battle moves into its next phase.
My Hero Academia Season 7, Episode #16 Turns the Heroes' Tables Around
Two Toga clones change the tide of battle
Episode #16 of My Hero Academia season 7 is titled “The Chain Thus Far.” With Kurogiri back on their side, the villains have a major advantage, which first manifests when Toga teleports to the Mountain Villa battlefield, where Hawks is fighting All for One alongside Endeavor. Based on the preview, it looks like Ochaco has caught a ride, being teleported along with Toga. It also looks like the fight with Shigaraki is taking a turn for the worse, as Aizawa has been teleported away, leaving Monoma without the physical contact he needs to copy the Erasure Quirk.
All for One seems pretty happy with this development, and the preview shows the return of Skeptic, who was absent from the final battle. It's unclear how Skeptic might apply his hacking abilities, but it could potentially cause a disaster, disrupting communication between heroes across multiple battlefields. Between Dabi and Toga, Endeavor and Hawks will certainly be busy, which could give All for One the perfect opportunity to escape. All for One meeting Shigaraki would be a nightmare scenario, so it must be prevented at all costs… but how?
The situation is certainly getting worse for the heroes, as Kurogiri's release is causing a ripple effect that is quickly turning the tide of battle in the villains' favor. Things are getting darker than ever in My Hero AcademiaThe final battle is upon us, but the heroes must persevere if they want a chance to defeat the villains and save the world.
