Two days after Sony's decision to release Ghost of Tsushima on PC, Steam began offering refunds to gamers (in restricted areas) who pre-ordered it.
Previously, Sony decided to impose a policy of restricting purchases of the Ghost of Tsushima game to 177 countries and territories that do not have the PlayStation Network. Vietnam is on this list.
Thus, after many controversies, Sony still firmly maintains its policy. It is only providing PC games to countries and regions supported by PlayStation Network. Gamers from other regions will be restricted from purchasing games and will not receive any support when problems arise.
For PC systems, Ghost of Tsushima is only released through Steam. If you want to play PC games (copyright), you have no choice but to use Steam. However, limitations on PSN connection will certainly make this game inaccessible to many gamers.
