For nearly a year now, Boruto: Naruto Next Generations has been caught up in renaming its story to Boruto: Two Blue Tornadoes. This series is essentially the equivalent of Boruto: Naruto: Shippuden in that, over a period of time, the cast of Boruto, now older, wiser, and stronger, are all thrown into bigger battles as they are entrusted with the fate of the world and more mature responsibilities.
Boruto: Two Blue Vortex is set to become the status quo of the Naruto series for the foreseeable future, and that raises the question of whether or not it will receive an anime series. Naruto has been an iconic part of anime for over 20 years; it's always been airing in one form or another during that time, and even with the Boruto anime on hiatus, It is easy to assume that Boruto: Two Blue Tornadoes there will be anime at some point.

Shortly after the Boruto: Naruto Next Generations anime went on hiatus, it was announced that the anime would be returning in the future, although a release date has yet to be announced more than a year after the anime went on hiatus. However, when the anime does return, it will undoubtedly continue with the manga's sequel, where Code continues to gain power and Kawaki goes all-out against Boruto. Of course, that means next bow of Boruto: Naruto Next Generations would be a natural shift into a Boruto: Two Blue Tornadoes cartoonand it would definitely be awesome to see that.
That said, Boruto: Naruto Next Generations returning doesn't necessarily mean Boruto: Two Blue Vortex will follow. The only thing stated after the ending of Boruto: Naruto Next Generations is that a second season is in development, but that doesn't necessarily refer to Two Blue Vortex, so at the time of writing, There is no confirmation yet that Boruto: Two Blue Tornadoes will get an anime. With Naruto's popularity, it would be strange if Two Blue Vortex didn't get an anime adaptation at some point, but as of now, it's hard to say when that will happen.
As for why there's no confirmation yet that Boruto: Two Blue Vortex doesn't have an anime, it's probably because the plot is still quite new. The manga has only been out for less than a year, so of course there's not much content yet, and as such, Boruto: Two Blue Tornadoes probably won't get an anime adaptation until the story progresses further. Doing so would avoid the constant stream of original anime that made the first anime controversial, so it's probably the ideal way to go about it.

The anime will also continue to feature the main voice actors from Naruto, such as Junko. Takeuchi as Naruto, Noriaki Sugiyama as Sasuke, Chie Nakamura as Sakura, Kazuhiko Inoue as Kakashi, Showtaro Morikubo as Shikamaru, and Hidenori Takahashi as Konohamaru.
