Summary
Boruto’s post-time skip power level has increased significantly, surpassing Kawaki’s current power. Code’s failed attack on Konoha highlights Kawaki’s current weakness compared to Boruto, hinting at the possibility of future power increases.

However, this also means that Kawaki is guaranteed to gain powers that will make him at least on par with the extremely powerful Boruto.
The ninja world has begun to become more complex with Boruto’s return to Konoha and Code’s antics creating powerful new villains unlike the Naruto series has ever seen before. The enemy Kawaki, according to Mitsuki, Boruto’s former teammate, is currently not strong enough to deal with.
Boruto greatly increased his power level over a three-year period by learning new techniques. Chapter #7 of Boruto: Two Blue Vortex demonstrated some of those skills to Mitsuki, who shared valuable insights that proves how weak Kawaki is compared to post-production Boruto.
Kawaki has a lot of work to do before his battle with Boruto

However, when Boruto appeared, he proved to Code and Mitsuki that he is now much more capable than before. By watching Boruto embarrass Code without breaking a sweat and spending years with Kawaki, Mitsuki is in a unique position to gauge both of their skill levels. However, fans know that the fate of these two characters will have an epic clash atop the destroyed Konoha. So, Mitsuki’s statement proves that Kawaki will most likely become stronger than he is now before that promised clash occurs.
If Kawaki does not find a way to increase his power, the battle predicted from the first chapter will be a short and disappointing victory for Boruto, which is unlikely to happen. The final clash between Boruto and Kawaki comes at the beginning of the sequel series depicting the two fighting on the ruins of Konoha. Both characters are now closer to their introduced versions, but Kawaki’s power level is now nothing to be ashamed of.
With Boruto’s terrifying new powers and the evolved, self-aware God Tree starting to cause havoc, Kawaki will need to improve his abilities before Boruto: Two blue tornadoes reach the climatic end stage.
