As an admiral, he possesses all three types of Haki and his Devil Fruit power is extraordinary. He can transform into a Buddha with all physical stats maxed out. A single punch shattered the execution platform and sent members of Blackbeard’s crew flying. The shockwave from his blows causes serious damage. As Admiral of the Fleet, he was an excellent tactician and leader of the world’s navies.

The greatest swordsman sails the sea
Known as the strongest swordsman, Mihawk is a lone wolf and strives to become a Warlord despite having no crew. Many journeyed far and wide to challenge him, including Zoro, and they all lost. He does not have devil fruit powers, as his swordsmanship and Haki skills are more than enough for self-defense. With one slash of his giant cross-shaped sword, he cut a giant iceberg in half and destroyed a giant ship. With his incredible agility, keen eyes that earned him the nickname Hawkeye, and mastery of Haki, he is known to rival Shanks, the Emperor of the Sea.

The Navy’s current Fleet Admiral, Sakazuki, is both twisted and powerful. His devil fruit gave him the terrifying power to become lava. Although he was no match for the enraged Whitebeard, he caused severe damage to him and contributed to his death. His stamina is off the charts, as he fought Aokiji for ten consecutive days at Punk Hazard and came out on top. His body is extremely strong, able to withstand two consecutive full-force punches imbued with both the power of Haki and devil fruit from Whitebeard and still stand up and fight.

A humble admiral with obvious strength
Garp was a vice admiral but could easily have become a fleet admiral if he had not refused the offer of promotion to admiral. He frequently fought Gold D. As a member of the Worst Generation, Sea Emperor, and Warlord, Blackbeard did the impossible by using two Devil Fruits at the same time. His thirst for power and strength is incredible – killing his own crew member, capturing Ace, and stealing Whitebeard’s power, causing his death. His pursuit of power has pushed him to monstrous levels. As One Piece comes to an end, Teach will play an important role as one of the final villains of One Piece, as Luffy’s brother and adoptive father were killed by him.
3 Edward ‘Whitebeard’ Newgate
One of the bravest pirates in the world
Whitebeard, even with his terminal illness and old age, was still able to take on the strongest enemies in the One Piece universe, which made him much more fearsome in his prime. His devil fruit is extremely disastrous. He can cause an earthquake and use his fists or weapons to deal fatal damage. It took 267 sword strikes, 152 gunshots, 46 cannon shots, and two holes in the chest from Akainu’s punches to kill a dying old man. He rivals Roger in strength and is his greatest competitor for the title of Pirate King. He stopped dead and had no scars on his back because he never ran away from his enemies.
2 Gold D. Roger
An almost unstoppable king
The Pirate King is considered unstoppable and has the highest bounty ever of 5 billion berries. He has the loyalty of some of the most powerful men in One Piece, such as Kozuki Oden, Silver Rayleigh, and Shanks. He only died by surrendering to the Navy and sparking a pirate epidemic after claiming that his treasure was still out there somewhere. Using only his body, sword, and Haki, he managed to change the world, and his influence was felt decades later. Fans got a glimpse of his ridiculous strength when he fought Whitebeard in the Wano Arc.
1 Kaido
The biggest threat the Straw Hats have faced – by far.
Known as the King of Beasts, Kaido tried to take his own life many times but his body was too tough. Nothing could harm him, and Luffy had to bring Gear 5 and many other powerful enemies while holding an island to defeat him. He is an unstoppable force even without using his devil fruit powers or Haki. Cities can be leveled with attacks in dragon form and his size, strength and speed are beyond this world. As the best villain in One Piece, he is actually the strongest in the series.
